The Department of Medical Health and Family Welfare and the National Health Mission in Uttar Pradesh have made significant strides in addressing the challenges posed by Maternal Mortality Ratio (MMR) and Neonatal Mortality Rate (NMR). A key strategy in this effort is the enhancement of Quality of Care in Labour Rooms, which is projected to yield substantial benefits, including reductions in MMR, NMR, and Stillbirth Rate (SBR). Consequently, the operational effectiveness of First Referral Units (FRUs) and the maintenance of high-quality care are prioritized objectives.

To effectively monitor and evaluate the performance of FRUs, particularly regarding Quality of Care, the DMHFW and NHM UP have implemented the FRU Online Management Information System (MIS).

The FRU Management Information System (FRU-MIS) serves as a detailed web and mobile-based platform designed to systematically collect crucial service delivery data for pregnant women and newborns throughout their Labour Room experience, from admission to discharge or referral. This system captures real-time data from key registers, such as the Labour Room Delivery Register and Referral-Out Register, allowing for comprehensive analysis that supports informed decision-making at multiple levels of healthcare management.
